Instructions :

Mince the onion and red bell pepper. Rinse the
black-eyed peas. In a saucepan cook the onion, garlic, bell pepper,
and jalapeno in the butter over moderately low heat, stirring, until
the onion is softened.

In a bowl, stir together the onion mixture,
peas, yolks, Tobasco, cilantro, cumin, black pepper, salt to taste,
and 1/2 cup of the breads crumbs; or enough to form a mixture that
will hold its shape. Chill the mixture, covered, for 1 hour.

Form 1/4-cup measures of the pea mixture into
1/2-inch-thick patties and coat the patties with the cornmeal,
transferring them as they are coated to a sheet of wax paper.

In a skillet heat the oil over moderate heat
until it is hot but not smoking and in it fry the patties in batches
for 1-1/2 minutes on each side, transferring them as they are fried
to, paper towels to drain. Serve the black-eyed pea cakes with the
salsa.
